Lula Davis-Holmes, Mayor
Bachelor of Sociology, Master’s in Public Administration
Dear Neighbor,
I am grateful that our city is safer, financially robust, and our environment is cleaner. Our reserves grew from $45.2 million to $222.9 million during my term.
As promised, we are giving back to our residents, creating life-changing opportunities for our children, and investing in improving the quality of life in Carson.
This includes:
- Paving all our roads, repairing sidewalks, filling potholes, revitalizing our parks, and building new affordable homes for veterans, seniors, and first-time buyers.
- Improving public safety by installing citywide cameras, speed monitors, and enhancing the Sheriff’s contract.
- Improving air quality by mitigating negative impacts in our communities.
- Protecting mobile home park residents, homeowners, and renters with our mobile-home park district overlay, mortgage, and renter’s protection initiatives.
- Fostering quality job opportunities with livable wages, healthcare benefits through local hiring, job preparation internships, and mentorships.
As we prepare to co-host the 2028 Olympics, we are implementing plans to bring new restaurants, entertainment venues, grocery stores, green jobs, and 100 EV stations to Carson. To continue propelling Carson forward together, I humbly ask for your vote.

CEDRIC HICKS
Councilmember District 3
Age: 62
Occupation: Council Member District 3
It has been a privilege to serve as your District-3 Councilmember. As a 25-year resident, former Parks and Recreation Director, and Assistant City Manager, I have utilized my experience to improve the quality of life in Carson.
As chair of the legislative committee, I have fought to bring new funds to expand our parks, add WI-FI and security cameras. We now have funding to repave all our streets, repair sidewalks, trim trees. Additionally, we have developed new housing for seniors and veterans, opened a new grocery store, and welcomed new restaurants. My wife and three children remind me daily of the importance of protecting the quality of life in Carson.
My educational background includes a Bachelor’s Degree from Cal State Fullerton, a Master’s Degree from Cal State Dominguez Hills, and an MBA from UCLA Anderson School of Management Fellows.
This education has helped me position the city for progress, including environmental protection measures, the District Overlay initiative to protect our mobile-home park residents, and expand healthcare services. The 2028 L.A. Olympics are coming to Carson, I envision more jobs, increased property values, and economic opportunities for our residents.
To continue our progress, I respectfully request your vote as your District 3 Councilmember.
